Windows rename a file date_time appended to a filename

ren abc.txt abc-%date:~4,2%-%date:~7,2%-%date:~10,4%_@_%time:~0,2%h%time:~3,2%m.txt

Above command will rename the file as given below.

abc-08-27-2007_@_11h30m.txt
